The Bridge Plan
The Bridge Plan outlines how Related Companies and Essence Development are collaborating with NYCHA to bring immediate resources, improvements, and general enhancements to Fulton and Elliott-Chelsea Houses while residents wait for their new homes to be built.
While NYCHA will continue to manage the existing buildings, the collaboration between the three organizations over this period of time will provide more expedient and effective solutions and services for residents.

Bridge Plan Priorities
While NYCHA continues to manage the properties, the new partnership will provide additional support to ensure an enhanced quality of life for residents including:

Resident Engagement, Communication, and Resources
Housing Opportunities Unlimited (HOU) will continue to have staff onsite daily to work with residents to ensure they are informed and assist them with any questions during this time.

Security
Security concierges have been patrolling the campuses since February 2024.

Pest Control
Additional pest control treatments and interventions will occur across the campuses. Some of this work started in February 2024 and will continue as part of the Bridge Plan.

In-Unit Work Orders
Residents will continue to report issues as they have, additional support will be provided to NYCHA’s management team to ensure fast response and documented completion.

Heating
To ensure minimal disruption of heat and hot water during the colder months, the team will focus on repairing the boiler and tank, replacing equipment in the boiler room, and inspecting and fixing any non-working steam traps in the basement and crawl spaces. These efforts aim to maintain a comfortable and warm environment throughout the winter season.

Building Lobbies
Building entrances doors will be repaired or replaced as needed, lobbies refreshed with new paint and signage, and TV screens installed which will provide important information and project updates to residents.

Elevators
The PACT Partner will ensure commonly repaired and damaged parts are procured and stored on campus, which will allow for proactive maintenance and expeditious repairs to be completed by NYCHA’s elevator technicians

Resident Feedback
Resident feedback is critically important. After the completion of in-unit work, the team will issue surveys to gather resident input and ensure we are meeting their needs. These surveys will provide an opportunity for residents to share any concerns about the repairs before the work order is officially closed, helping to serve the residents of Fulton and Elliott-Chelsea better.
